Every Project at Esperanza's Front Door Runs Through the Developer

Esperanza's main entrance is Esperanza Boulevard, which leaves Texas 46. Herff Elementary also sits on that road, at 604 Esperanza Boulevard. This entrance serves a 1,700-acre master-planned community that has been under development since 2008, according to MySA.

Four projects are now aimed at that stretch of Texas 46: a second entry road, a highway signal with new turn lanes, a fire station and a retail town center. In each one, the developer has given land, paid for construction or still needs to deliver its part. As of October 12, 2026, none of the four has a confirmed construction start on the public record. Here is where each one stands.

Why the developer sits at the center of each one

Esperanza's governing setup explains why these projects don't move like normal city work. Boerne Star reported in August that the community sits outside Boerne's city limits and was set up by the Texas Legislature as a water control improvement district. The City of Boerne supplies trash and recycling, natural gas, water, wastewater and reclaimed water through Boerne Utilities. Under the development agreement, the City also approves the community's plats and infrastructure plans.

That leaves the City holding approval power while the developer, The Lookout Group, owns the land and builds the roads. So the useful updates don't come from one project page. They're spread across a TxDOT commission exhibit, City Council agendas, a council meeting video and a sales brochure.

Project Developer's role Latest public date Status as of Oct. 12, 2026
Second entry, Texas 46 to Galisteo Road City staff met with The Lookout Group Start expected late summer or early fall 2026, per Aug. 7 report No confirmed start found

The second entry has a direction but no confirmed start

About 50 Esperanza residents attended a meeting organized by a resident who had asked City staff for an overview of transportation projects, Boerne Star reported on August 7. Jeff Carroll, the City's Engineering and Mobility Director, told them discussions were underway on a second roadway east of Esperanza Boulevard. It would connect Texas 46 to Galisteo Road inside the development. The City had met with The Lookout Group, and work was "expected to begin in late summer or early fall of 2026."

It is now mid-October, which is within that window. We found no later report, permit or agenda item confirming that work has started. We also found no road name, contractor, cost or completion date. The Esperanza HOA's two most recent newsletters, for August and September, covered community business and events but didn't mention the second entrance.

Carroll described the City's general approach this way, as quoted by the Star:

"Transportation planning isn't about reacting to today's traffic. It's about using data to understand where our community is headed and making thoughtful, long-term investments that improve safety, increase mobility, and prepare Boerne for future growth."

The same report said a citywide study of 18 bridges, paid for with a federal transportation-planning grant, would begin October 1.

A $2.2 million signal with no cross street on paper

The only dollar commitment from the developer at the frontage is recorded by the state. A TxDOT Transportation Commission donations exhibit dated April 30, 2026, lists The Lookout Group, Inc. as donor of $2,200,000, approved March 26, 2026. The money pays for the design and construction of three things "along State Highway 46 in Kendall County, just east of Boerne, Texas":

  1. A dual eastbound left-turn lane
  2. A westbound right-turn lane
  3. A traffic signal

The exhibit says the developer, its consultant or its contractor will do all of the work, and that the donation also covers the state's costs to review, oversee and inspect the work on state right of way.

The exhibit doesn't name a cross street. The donor and the location point to Esperanza's frontage, but no source we reviewed says whether the signal goes at Esperanza Boulevard or at the planned second road. No source confirms construction has started, either. A dual left-turn lane fits a large share of eastbound traffic turning into a development, but the document doesn't say which entrance it serves.

The fire station grew, then slipped to 2028

Boerne Fire Station No. 2 is the project most tied to Esperanza Boulevard itself, and its schedule has changed the most. In April, Boerne Star reported that the developer of Esperanza had deeded 3.3 more acres to the City, doubling the site to 6.6 acres. Assistant Fire Chief Walter Ball said the original site would have needed partial below-grade construction. The added land let the station move to a flatter part of the property and become "a fully at-grade single-story facility."

On April 28, City Council voted 5-0 to grow the building by 6,895 square feet, to 22,000 square feet. The design fee paid to architect Hoefer Welker LLC rose to $2.216 million, up $847,500 from the original projection of nearly $1.4 million. Construction of the three-bay station was estimated at $22,573,414. The council agenda summary lists museum and library functions, roof-access training, a training tower and mezzanine space.

The new layout changes the entrance itself. Moving the station lines it up with the intersection of Esperanza Boulevard and Lajitas Street. Ball said plans include a dedicated turn lane from Texas 46 and a dedicated deceleration lane coming from Herff Elementary. "This gives us a cleaner and safer traffic flow in and out of the station," he said, as reported by the Star.

In May, the plan was to bid late in the summer and start construction in the fall. That timeline is out of date. At the July 14, 2026 City Council meeting, staff said design was complete and bidding would come "soon" at the end of the fiscal year. Groundbreaking is now planned for 2027, with construction "hopefully" complete in 2028. Staff described a $20 million certificate of obligation that would partly pay for the station. The October 13 council agenda, posted as of this writing, includes no construction contract for the station.

Under the current schedule, station construction at Esperanza Boulevard and Lajitas Street, including its new turn lanes, begins in 2027.

The town center is still a sign and a brochure

The retail piece is the furthest along in marketing and the least confirmed on the ground. MySA reported on March 27 that a sign had gone up along Texas 46 for a planned retail town center. The report followed a post on the Boerne Life community page and described a mix of restaurants and retail shops. It named no tenants and no opening date.

The developer's town centre brochure describes more than 30 acres of mixed-use development, including restaurants, retail, offices and medical clinics. It says "Pad sites will be ready by 2026." The Lookout Group's project page says zoning is already in place. The brochure appears to date from 2024. With about eleven weeks left in 2026, we found no public record of finished pad sites, signed tenants or a new delivery date.

How the four timelines fit together

Put side by side, the projects affect each other. The fire station lines up with Lajitas Street and adds its own turn lanes off Texas 46. The developer's donated signal and dual left-turn lane also sit somewhere along Texas 46 near Esperanza. The second road would bring traffic onto Texas 46 east of the main boulevard. The town center would add commercial traffic to the same frontage. Each depends on a decision by the developer, and the City and TxDOT review the work rather than starting it.

Dates have already moved. The fire station went from fall 2026 construction to a 2027 groundbreaking. The town center's "by 2026" pad sites haven't appeared in any public record. The second road's "late summer or early fall" window is open now, and no start has been confirmed.

Updates will show up in these places first:

  • City Council agendas on the City of Boerne Legistar portal, for the fire station construction contract and any plat or infrastructure approvals for the second road
  • TxDOT Transportation Commission donation exhibits, which recorded the Texas 46 signal donation
  • Boerne Star coverage, which reported both the second-entry meeting and the fire station expansion

As of October 12, 2026, none of these sources has recorded a construction start for any of the four projects.
